As a child he escaped the clutches of communism in Vietnam and found a home in San José, where his life has been defined by hard work and a belief in creating opportunity for others. From an early age, Bryan learned that grit and determination can open doors—not just for himself, but for his entire community.
In the private sector, Bryan has led at the highest levels of technology and innovation. As an entrepreneur and tech worker, he has managed complex, international information systems at scale and used advanced data science to provide intelligence that helped the U.S. government counter terrorism, money laundering, and other illicit activities. This rare combination of technical expertise and public responsibility is exactly what’s needed to modernize the Assessor’s Office.
But Bryan is more than a technologist. He is a proven public servant. Elected in 2020 to the East Side Union High School District Governing Board—and overwhelmingly re-elected in 2024—Bryan has worked tirelessly to expand opportunities for students and families. His leadership earned him the Gold Award from the Santa Clara County Teachers Association, reflecting the respect and trust he has built with educators and parents alike.
Now, Bryan is running for Santa Clara County Assessor to bring that same blend of private-sector know-how and public-service dedication to a role that affects every homeowner, renter, and business in our county.

He will open up non-confidential data so residents can see how property valuations are determined, helping to demystify a process that often feels like a black box. With Bryan, residents won’t have to guess what’s going on behind the scenes—they’ll see the numbers, the progress, and the outcomes in real time.
Customer-First Service.
For Bryan, the Assessor’s Office should feel less like a bureaucracy and more like a service center. He will put people first by expanding 24/7 online help and status updates, so every resident knows where their issue stands without waiting on hold or visiting in person. Letters and notices will be rewritten in plain language and offered in multiple languages, ensuring that everyone—regardless of background or education—can understand their assessments and options. At the front desk, residents will get faster, clearer responses so they leave with answers, not more confusion. Bryan’s approach is simple: treat every resident like a valued customer.
Fairness for Everyone.
Every resident deserves fair treatment. Bryan will make sure there are clear, accessible paths for property owners to correct errors and apply for exemptions. He will proactively reach out to seniors, veterans, small businesses, and others who may qualify for benefits—ensuring that no one misses out simply because they didn’t know where to look. By putting fairness at the center of the Assessor’s Office, Bryan will make sure the system works for everyone, not just those with the time, money, or connections to navigate it.

Bryan will modernize outdated workflows, strengthen data quality, and deploy proven technology solutions so the assessment roll is produced on time and correct the first time.
